This will be the finished result:

Open a new document 800 x 800, 72px resolution
Fill the background with black
Create a new layer
Select the Rectangular Marquee Tool and set the Style to Fixed Size. Set the size at 100px x 100px:
Click once on the canvas to get a square selection, and fill it with white. Do not deselect
Duplicate the layer
Make the original layer active
Select>Modify>Contract – set to 3, click OK
Fill the new selection with a colour of your choice (below I list the colours I used)
Duplicate the copy layer
Make the copy layer active
Ctrl + Click on the thumbnail in the layers palette to select the pixels
Select>Modify>Contract – set to 3, click OK
Fill the new selection with a colour of your choice
Continue in this way until you have six squares
Colours I used:
Red #D15050
Blue #708DCF
Orange #F4BF59
Green #5B9E61
Purple #CF75D0
Yellow #ECF169
Using the Move Tool and the Arrow Keys, arrange the squares as shown below:
Turn off the visibility of the background layer
Right click on any visible layer and click on Merge Visible
Ctrl + T to transform the object and change the size by setting the height and width to 75% along the top menu bar:
Duplicate the layer 8 times and arrange the tiles as shown below:
Turn off the visibility of the background layer
Right click on any visible layer and click on Merge Visible
Restore visibility to all layers
Select the Text Tool, Basic Font, size 200pt, foreground colour white
Type in your required text
Right click on the layer in the layers palette and click on Rasterize Type
Place the tiles under the text – duplicate the layer if you have to, when it is aligned, right click on the layer in the layers palette and click on Merge Down
Make the text layer active
Select the Magic Wand Tool and holding down the Shift key, select the inside of each letter of your text
Select>Modify>Expand – set to 2, click OK
Select>Inverse
Make the tiles layer active and hit the delete key
Double click on the layer in the layers palette to bring up the blending options and apply the following Bevel & Emboss settings:
