This will be the end result:

Open a new file 1280 x 1024, resolution 72px.
Open the background texture.
Select>All, Edit>Copy
Make your project active, Edit>Paste
Ctrl+T – drag the background out to fit the canvas.
Image>Adjustments>Desaturate
Reduce the layer opacity to around 75%
Create a new layer
Set foreground colour to #C21515 and select the Brush Tool
Using the Solid Ink Splatter brushes, add 3 splatters to the canvas:
Set the layer mode to Overlay
Filter>Blur>Gaussian Blur – set to 1, click OK
Make another layer as above using colour #F7A00A (Orange):
Create a new layer
Set foreground colour to #082C8A
Using the Solid Ink Splatter brushes, add 3 splatters to the canvas:
Reduce the layer opacity to around 30%
Open the Heart picture Image>Image size – use the following settings:
Using the pen tool, select the heart:
Copy the selection and paste it into your project (Ctrl + C, Ctrl + V)
Set the layer mode to Multiply
Open the shoe picture and using the pen tool, select the shoe.
Copy and paste the shoe into your project canvas (Ctrl + C, Ctrl + V)
Ctrl + T to transform the image. Reduce the size and rotate the shoe as required.
Image>Adjustments>Black & White – use the default settings and click OK:
Filter>Brush Strokes>Dark Strokes – use the following settings:
Filter>Brush Strokes>Angled Strokes – use the following settings:
Double click on the layer in the layers palette to bring up the blending options and apply the following Drop Shadow settings:
Create a new layer
Set the foreground colour to white
Select the Brush Tool and Heavy Scratches brushes
Place some different brush patterns over the shoe – you will have to reduce the size of the brushes and with some, make sure just the edges of the brush covers the shoe:
Make the shoe layer active and select the Magic Wand Tool
Click anywhere outside of the shoe
Make the brushes layer active and hit the delete key
Right click on the layer in the layers palette and click on Merge Down.
Select the Text Tool and 28 Days Later Font, size 200pt, colour #082C8A
Type the first required letter.
Right click on the layer in the layers palette and click on Rasterize Type.
Repeat for each required letter.
Using the move tool, arrange the letters as required.
When you are happy with the placement of the text, merge all letters down by right clicking the layer in the layers palette and clicking on Merge Down – until you have just one text layer.
*Create a new layer under the text layer
Select the Brush Tool, Solid Ink Splatter brushes, colour #082C8A
Place a splatter under one of the letters.
Ctrl + T for the Transform Tool and resize and rotate the splatter as necessary.
Select the Eraser Tool, Hard Round Brush size 19pt and erase any parts of the splatter that are not required.**
Repeat from * to ** for as many splatters as required.
Turn off the visibility of all layers except the text and blue splatter layers
Right click on any visible layer and click on Merge Visible
Double click on the layer in the layers palette to bring up the blending options and apply the following Drop Shadow settings:
Restore visibility to all layers
